Arizona’s School Choice Experiment: A Canary in the Coal Mine
Arizona is at the epicenter of a nationwide experiment in school choice, one that is reshaping the landscape of public education. This article posted on CNN details how the state’s universal education savings account (ESA) program, which allows parents to use taxpayer funds for private schooling, is a prime example of a broader, religious, and conservative-led push to dismantle the traditional public school system. The program has been found to divert taxpayer funds intended for public education towards private schools, often those with religious affiliations and conservative viewpoints.
This shift is being fueled by multiple factors. Two of the main factors being growing cultural and religious divisions over education, and a well-funded, political advocacy network. Groups like the American Federation for Children, backed by billionaire donors, have poured millions into state-level campaigns to elect voucher-friendly candidates and shape public opinion. Arizona’s ESA program has seen major growth since its expansion in 2022, with tens of thousands of students now participating. While proponents argue that it empowers parents and improves educational outcomes, critics point to many concerns.

One example is Dream City Christian School, affiliated with a megachurch and partnered with a Trump-aligned advocacy group. Despite its controversial stances on issues like evolution and gender identity, the school has received millions in taxpayer funds through Arizona’s universal voucher program. This influx of money has allowed the school to expand rapidly while public schools in the same area are facing closures due to declining enrollment and funding.
Another major issue is the program’s cost. The state is spending hundreds of millions of dollars more than anticipated, draining resources from public schools. Additionally, the money is flowing disproportionately to wealthier areas and to private schools with little or no accountability. The lack of oversight of private schools receiving ESA funds is a significant problem. These schools are not required to meet the same academic standards or anti-discrimination protections as public schools. Some have been accused of discrimination against LGBTQ+ students or of promoting extremist religious ideologies.

As students leave the traditional system for private options, public school funding declines, forcing districts to make difficult cuts. This can lead to school closures, larger class sizes, and reduced program offerings.
Paradise Valley Unified School District, located near Phoenix, is a case in point. The district recently closed three schools due to declining enrollment with the ESA program being seen as one of the reasons. This decision has caused significant disruption for students and families.
Arizona’s experience should be a cautionary example for other states considering similar policies. As the voucher movement gains momentum across the country, parents and state officials should carefully examine the potential consequences.
This is just one more concern the secular community needs to begin addressing with our political representatives, our neighbors and most importantly at the ballot box.
